Within 60 days after the President submits the budget to Congress, the Commandant must send two congressional committees a ranked list of Coast Guard unfunded priorities. An "unfunded priority" is a mission or program need that wasn't in the proposed budget, is needed for operations, and that the Commandant would have recommended if more resources or earlier notice had been available.
