When someone damages Coast Guard property (like a navigation aid) and pays for its repair or replacement, the Commandant can accept that payment and put it into a special Treasury account. Money from that account pays the person who fixed or replaced the item and refunds any extra paid. If the Coast Guard used its own budget to make the repairs, those costs must be repaid from the special account.
