The Secretary must create a clear process within 180 days for stopping any Coast Guard aid to navigation that is not seasonal or temporary. The process must say how the public will be told and must protect mariner and public safety and maritime readiness, including food security and maritime transportation. The Secretary must get advice from the Navigation Safety Advisory Council and consult the State’s public and local stakeholders (agencies, first responders and Tribal agencies, ports, pilots, harbormasters, fishermen, ferry and marina operators, passenger and recreational vessel operators, and coastal residents). Within 30 days after the process is set, the Secretary must notify the Committee on Commerce, Science, and Transportation of the Senate and the Committee on Transportation and Infrastructure of the House of Representatives.
