Before any planned voyage, each Coast Guard ship must have a written plan so a person onboard who says they were sexually assaulted can get a sexual assault forensic exam as soon as they ask, and the exam is treated with the same urgency as emergency medical care. The plan must include nine things, such as the victim’s health, safety, and privacy; where and how to get medical care, including coordination with the Department of Defense and aeromedical evacuation; ship and staff capabilities; law enforcement and evidence handling; how to get care with a restricted report; access to over‑the‑counter pregnancy prevention; and other military needs. The Commandant must tell the House Transportation and Infrastructure Committee and the Senate Commerce, Science, and Transportation Committee how many requested exams were not given within 3 days to alleged victims onboard Coast Guard vessels.
