The Commandant must make U.S. maritime awareness in the Arctic better. To do that, the Commandant must promote cooperation, use joint and international capabilities, and help share information, intelligence, and data about Arctic waters with other agencies. The Commandant must work with agencies such as the Departments of Homeland Security, Defense, Transportation, State, and the Interior; NASA, NOAA, EPA, NSF, the Arctic Research Commission; and any other federal agency or State the Commandant chooses. The Commandant and those agencies may agree to share people, services, equipment, and facilities, with or without payment. By January 1, 2016, and every 5 years after, the Commandant must send a five-year strategic plan to the Senate Committee on Commerce, Science, and Transportation and the House Committee on Transportation and Infrastructure. "Arctic" means the term as defined in section 112 of the Arctic Research and Policy Act of 1984 (15 U.S.C. 4111).
