The Secretary may buy, lease (for no more than 5 years), or otherwise get real property or interests in property to use as Coast Guard family housing if Congress provides enough money to cover the full cost. That can include buying condominium units and paying their maintenance, repair, and other condo fees. The Secretary may also sell, lease, or otherwise dispose of such housing property for fair payment. A multiyear contract means a lease for at least one, but not more than 5, fiscal years. The Secretary may use these contracts when the Coast Guard finds they will make the housing program more efficient and lower total costs, and when there are realistic estimates of the contract cost and expected savings. Such contracts must include cancellation and termination terms to protect the United States, may cover both recurring and one-time costs, may allow a cancellation payment, and may use amounts originally obligated for the contract to pay cancellation or termination costs.
