The Secretary can sign leases, if funds are available, to get land or property for up to 20 years (including automatic renewals) for special-purpose Coast Guard sites like ATON, VTS, or NDS antenna sites. Leases must include cancellation and end clauses to protect the United States. If a lease ends early, a cancellation payment can be made that may cover recurring and one-time costs. Money already set aside for the contract may be used for those costs. "Special purpose facilities" means places used for Coast Guard aviation, maritime, or navigation work, not regular offices or storage. For ATON, VTS, or NDS sites the Secretary may use multiyear leases only if they will improve efficiency and reduce total costs, the need for the property is expected to stay substantially unchanged during the lease, and the cost estimates and expected savings are realistic.
