The Commandant may take apart or get rid of Coast Guard land or equipment used for the LORAN–C system. Before doing that, the Commandant must notify the Secretaries of Transportation and Defense in writing and wait 90 calendar days. If, within 90 days, either Secretary says in writing under 49 U.S.C. 312(d) the property is needed as a GPS backup, the Commandant must transfer it to the Department of Transportation at no cost. If no notice comes, the Commandant must tell the House and Senate transportation and appropriations committees the 90 days ended and may then proceed. Actions needed to protect human life can happen right away.
