Title 15 › Chapter CHAPTER 37— - STATE TECHNICAL SERVICES › § 1354
The designated agency must prepare and send to the Secretary, following his rules, a five-year plan (which can be updated each year). The plan must describe the State’s technology and economic situation, including regional and industrial strengths and problems, say how those problems will be approached, show how results will be measured, and explain how the technical services work will be managed and coordinated. Each year the agency must also send an annual technical services program. That program must list specific methods (including possible contracts) to meet stated goals and how those methods tie to the five-year plan. It must include a detailed budget with rules for fiscal control, accounting, and audits to protect funds the State receives under this chapter, and it must name the duties of each participating institution in the State.
