Congress set exact yearly amounts to pay for the programs named here: $10,000,000 for the year ending June 30, 1966; $20,000,000 for 1967; $30,000,000 for 1968; $6,600,000 for 1969; $10,000,000 for 1970; and $10,000,000 for 1971. From those sums, the Secretary may make yearly payments to each approved agency, school, or person for approved technical services programs. The Secretary will set state payment limits by rules published in the Federal Register, based on the last census population, local economic and industrial factors, and available technical resources. The Secretary may hold back up to 20% each year to fund programs of special merit or extra needed programs, and up to 5% for running the program. Payments cannot exceed the amount of non‑Federal money spent on a program, except the Secretary may pay up to $25,000 a year for the first three years to each designated agency (except those under section 1357) to help make the five‑year plan and initial programs. No funds may pay for a program that duplicates services already readily available in the State from Federal or State agencies or public colleges.
