The Secretary of Commerce can, when asked by any person, company, or public or private group, do special studies, make lists, bulletins, or reports from its records, and give transcripts or copies — if the requester pays the actual or estimated cost. The Secretary can also work jointly with nonprofits, research groups, or public agencies on shared projects, divide the costs fairly as the Secretary decides, and may waive some charges when allowed by rules approved by the Office of Management and Budget.
