Title 15 › Chapter CHAPTER 40— - DEPARTMENT OF COMMERCE › § 1530
The Administration must wait at least 30 calendar days before it awards any contract to do a "commercial activity" that its employees now perform ("commercial activity" as defined in paragraph 6.a of OMB Circular A–76). Before that waiting period starts, the Administration's head must send a written, full description of the proposed contract and supporting documents to the President of the Senate, the Speaker of the House of Representatives, the Senate Committee on Commerce, Science, and Transportation, and the House Committees on Merchant Marine and Fisheries and on Science, Space, and Technology. The supporting documents must include a cost comparison (government employees vs. contract), a services comparison, and an assessment of the benefits to the federal government of using the contract.
