The Secretary can make whatever rules are needed to carry out the duties given to him or to the registrar under this chapter. The Secretary can set the amount of any fees (except the incorporation fee) for services the Secretary or the registrar provides under this chapter. All fees and any penalties paid under the chapter must be turned into the U.S. Treasury as miscellaneous receipts.
