Card issuers cannot raise a card's annual percentage rate, fee, or finance charge until one year after the account opens, unless the increase is one of the types listed in 1666i‑1(b)(1)–(4). A promotional rate (as defined by the Bureau) cannot be raised until 6 months after it starts, though the Bureau may set reasonable exceptions.
