On August 23, 1912, the work the Department of Labor did to study production costs was moved to the Bureau of Foreign and Domestic Commerce. The Bureau must find, early and whenever changes require, how much it costs to make goods that are subject to U.S. import duties in major producing countries. It must give detailed cost breakdowns by production unit, including wages, hours, profits, living costs, and whether trusts or combinations control certain goods and affect prices. The Bureau must also do special investigations and reports when the President or either House of Congress asks.
