Title 15 › Chapter CHAPTER 44— - PROTECTION OF HORSES › § 1824a
No horse may be exported by sea from the United States or its territories unless the shipment has a waiver from the Secretary of Commerce. The Commerce Secretary, after talking with the Agriculture Secretary, can make rules and approve waivers only if they find none of the horses are being sent for slaughter. Anyone who knowingly breaks this can be fined up to five times the shipment’s value or $50,000 (whichever is greater), jailed up to five years, or both. After notice and a hearing, the Commerce Secretary may also impose a civil fine up to $10,000 per violation.
