Any lawsuits, legal rights, or Federal Trade Commission orders based on section 13 that began or were in effect before June 19, 1936 are not changed. If the FTC had issued a cease-and-desist order before that date and it is still being reviewed or is in force, and the FTC believes the person has done or is doing new violations of section 13 after June 19, 1936, the FTC can reopen the original case and file an additional complaint about those later acts. The reopened case follows the same hearing, review, and enforcement process as other FTC orders. If the FTC finds post‑June 19, 1936 violations, it must put its findings in writing and change the original order to cover them. If a court later throws out the changed order on review, the original order stays in effect exactly as it was.
