Fire departments that fight fires on land controlled by the United States can file a claim with FEMA to get paid back for their direct costs and losses. The claim must include the proof FEMA asks for. FEMA will check what federal support (including taxes or payments instead of taxes) the fire service already received, how much extra was spent beyond normal operations, and how much of that extra was not covered. FEMA sends the claim and its finding about unpaid costs to the Secretary of the Treasury. The Treasury will pay the fire service or its parent government from Treasury funds that can later be repaid by the federal agency responsible for the property, up to the unpaid amount FEMA found. Any dispute can be decided by the United States Court of Federal Claims.
