The FEMA Administrator must make public records they receive or send under section 552 of title 5. Even if other laws would keep something secret, the Administrator can share trade-secret information in four cases: with other federal agencies if asked; with Congressional committees that oversee the topic if asked; in a court case under an order that keeps it confidential; and with the public to protect health or safety after notifying the affected party and giving them up to fifteen days to comment or meet in closed session unless that delay would harm health or safety.
