The Center must make rules, after talking with the right federal, state, and local officials, that set the basic standards for who may participate. If, during any fiscal year, the Center finds that some money given to a participant will not be needed or becomes available because of the Center’s rules for participants who do not follow the requirements, that money must be made available to be reallocated. The Center must also make rules that explain how it will decide a participant is not following the requirements and must include procedures for giving notice and holding a hearing.
