The Executive Director can do nine main things to run the Center. They can make rules needed to carry out the Center’s work. They can accept gifts, bequests, and payments to the Center and, when allowed, use, sell, or dispose of that property. If a gift requires the Center to spend its own funds, two-thirds of the Board must agree. The Director can hire staff and set pay under the federal competitive service and General Schedule rules in title 5. They can hire experts or consultants and pay them up to the maximum daily rate for GS–18 under section 5332 of title 5. They can use unpaid volunteers and pay their travel and per diem under section 5703 of title 5. They can use services or facilities from other federal agencies on a reimbursable or nonreimbursable basis. They can create task forces, pay nonfederal task force members up to the GS–18 daily rate and cover their travel, and make advance or progress payments without regard to sections 3324(a) and (b) of title 31.
