Advanced electric or hybrid vehicle — one that greatly lowers total energy used in making, using, and throwing away the vehicle, is much better than current models, can be mass-produced and sold at competitive prices, is safe, durable, easy to fix, performs well, and follows federal rules. Commercial electric or hybrid vehicle — can be used for farm, business, or other commercial work in rural or urban areas. Electric vehicle — powered by an electric motor using rechargeable batteries, fuel cells, or other portable electric sources and may include a non-electric charger. Hybrid vehicle — driven by both an electric motor and an internal combustion engine or other power source. Project — the Electric and Hybrid Vehicle Research, Development, and Demonstration Project. Small business concern — defined by the Secretary of Energy after consulting the Small Business Administration.
