Use each time zone's standard time to set schedules for all transport companies that cross state lines or go between countries, as much as possible as the Secretary of Transportation decides. Also, when federal laws, orders, rules, or deadlines set a time for a government action or for anyone under U.S. authority, the time meant is the standard time of the zone where the action happens, again as much as the Secretary of Transportation allows.
