The Secretary of Health and Human Services may run projects, give grants, and sign contracts—after consulting with the Administrator and working through the Assistant Secretary for Health—to create and test low-cost, efficient ways to find out how chemical substances and mixtures affect health and the environment and to make information needed to satisfy rules, orders, or consent agreements under section 2603. The Administrator must consider these methods when setting testing protocols under section 2603. Grants or contracts must have an application the Secretary approves. The Secretary can set the application form, require information, and add conditions. Contracts under this authority may be made without following section 3324(a) and (b) of title 31 and section 6101 of title 41.
