The Administrator must prepare and send a report to the President and to Congress by January 1, 1978, and by January 1 of each year after that. The report covers how the chapter was run during the previous fiscal year. The report must list tests required under section 2603 and estimate the costs to those who did them; give the number of notices received under section 2604, how many involved chemicals covered by a section 2603 rule, order, or consent agreement, and summarize any action under section 2604(g); list rules issued under section 2605; list completed or pending court and administrative actions under section 2615 with a brief statement of the issues; summarize major problems in administering the chapter; and include any recommended new legislation the Administrator thinks is needed.
