Requires the federal government to make rules that make schools check for asbestos and to clean it up safely and completely when needed. It also requires safe periodic reinspections after any cleanup. The law tells the EPA Administrator to study how much danger asbestos in public and commercial buildings poses and how to deal with that danger. Congress found that the EPA’s current rule did not give clear standards for identifying friable asbestos or for safe cleanup. Because of that, some schools did nothing, while others paid for work that may not have been needed or safe. There is no national accreditation program for people who test or remove asbestos, and EPA guidance is only temporary. No federal rules cover daily asbestos exposure in other public or commercial buildings.
