The Administrator can give grants or cooperative agreements to colleges, universities, or groups of them to start and run regional radon training centers. The centers must make materials and train federal and state officials, businesses, and the public about radon health risks and proven ways to measure and reduce radon. Any eligible college or consortium can apply using the form and information the Administrator requires. The Administrator must fully fund at least three applicants and make sure money is fairly spread across U.S. regions. Winners are chosen for reasons like how well they meet the purpose, their radon and training expertise, how serious radon is in their area, and how much area the center would cover. A group that got money last year cannot get money again unless its previous work was judged satisfactory. Up to $1,000,000 can be provided for each of fiscal years 1989, 1990, and 1991.
