The head of the Environmental Protection Agency (EPA) must, within 2 years after October 28, 1992, and after asking for public comment and working with Housing and Urban Development and Health and Human Services, publish and update a pamphlet about lead hazards for use with the federal lead rules. The pamphlet must explain health risks from lead; say where lead-based paint hazards are likely (including federally assisted, federally owned, and target housing); list who is especially at risk (children under 6, pregnant and childbearing-age women, people doing renovations, and others living in affected homes); warn about renovation dangers; give approved ways to find and reduce lead hazards and how well they work; tell how to find certified contractors; recommend a risk assessment or inspection before buying, renting, or renovating target housing; note that state and local rules may add requirements and give agency contact info for each State; and include any other relevant information the EPA thinks is appropriate. Also within 2 years after October 28, 1992, the EPA must issue rules requiring paid renovators of target housing to give that pamphlet to the owner and occupant before starting work.
