Title 15 › Chapter CHAPTER 54— - AUTOMOTIVE PROPULSION RESEARCH AND DEVELOPMENT › § 2701
Directs the Department of Energy to use contracts and grants to fund research and development of advanced car propulsion systems so they can be developed, tested, demonstrated, and ready for manufacture within 5 years of February 25, 1978, or as soon as is practicable using proper R&D methods. The Department must also study these technologies and share what it learns. Congress found that current car systems do not meet the Nation’s long-term goals for protecting the environment and saving energy. Better propulsion systems could, with enough research, cut pollution and fuel use and be mass produced at reasonable cost. Not enough resources are being spent now, and more federal R&D would support private efforts and encourage manufacturers. The program must keep competition strong and add to, not replace or duplicate, private industry research.
