The Energy Secretary must look at any reasonable new or improved technology that is sent in writing and could help create advanced car propulsion systems. The EPA Administrator must test each such propulsion system when it is put into a production vehicle modified for the system if the system was funded by the federal program or sent by the Energy Secretary. Tests must be done at EPA-supervised facilities to check exhaust emissions, noise, and other EPA rules, and to measure fuel economy. The EPA must send all test results to the Energy Secretary. The Energy Secretary must also collect, study, and share information, data, and materials that can help developers build advanced car propulsion systems.
