A Visiting Committee on Advanced Technology is set up inside the Institute. The Director must appoint at least 9 members, and most must come from U.S. industry. The Director will make the final members of the old NIST Visiting Committee who want to serve the initial members. The Committee reviews and makes recommendations about the Institute’s overall policy, organization, budget, and programs, working within policies set by the President and Congress. Members must be well-known in fields like business, research, engineering, labor, education, consulting, environment, or international relations. They are chosen for distinguished records, cannot be federal employees, and should reflect a cross-section of U.S. industries. Regular members serve 3-year terms; filling a vacancy only lasts the remainder of that term. After two full consecutive terms, a person must wait one year before serving again. The original nine are divided into three groups serving 1, 2, and 3 years. The Committee must meet at least twice a year, can have an executive committee, elect a Chair and Vice Chair in even-numbered years, may hire up to four professional staff (paid up to the GS‑18 rate), and must send an annual report to the Secretary for Congress no later than 30 days after the President’s budget is sent.
