The Director must create a program at the Institute to train elementary, middle, and secondary math and science teachers and to improve their science knowledge and how science affects commerce. The program must focus on six areas, including scientific measurements, tests and standards, manufacturing, technology transfer, and industrial competitiveness and quality. The Director will set rules for choosing participants and must give special consideration to teachers from high-need schools (20 U.S.C. 1021). It runs each summer and can use Institute labs or online, video, workshop, or conference methods.
