The Director can hire the National Research Council from time to time to study and advise the Institute on helping U.S. industry and science. The studies can look at U.S. competitiveness in key manufacturing and new technologies; ways to spread new manufacturing and quality methods with industry and states; and barriers like training that stop workers and companies from using advanced manufacturing so more jobs stay in the U.S.
