Each year the Committee must give short guidance to every federal agency or department in the Program about how to prepare its budget requests for Program activities. Working with the Committee, each agency must include with its annual request to the President under section 1108 a report that lists each part of its planned global change research, says whether each part helps the Program directly or helps it indirectly but importantly, and shows how much of the money request goes to each part. Agencies must send that report to the Committee at the same time. The President must let the Committee review and comment on each agency’s budget estimates in time under the Plan, and must mark in each annual budget sent to Congress under section 1105 which budget items are part of the Program.
