Within 180 days after November 16, 1990, the President must create an Office of Global Change Research Information after talking with the Committee and relevant federal agencies. The Office must share U.S. scientific research with foreign governments, businesses, institutions, and people in other countries to help prevent, reduce, or adapt to the effects of global change. The information covers six kinds of research, including ways to save energy and use it more efficiently; solar and other renewable energy that cut greenhouse gases; safer replacements for CFCs and halons; conserving forests to lower carbon dioxide; helping developing countries with pest management and safe chemical use; and recycling and reducing waste to save energy and reduce greenhouse gases.
