Congress requires the annual Economic Report to include an Investment Policy Report. That report must review federal programs and policies that affect business investment, including tax rules, federal spending, regulations, trade policy, and support for research and new technology. It must say how much investment money is available to small, medium, and large businesses, describe likely trends, and list programs or proposals to carry out the policy in section 1021(i). The report must also explain how overall economic policy and the rate of inflation affect business investment. The President must put recommendations to improve private capital formation in the President’s Budget and send any other needed recommendations to Congress. The report is sent to the Joint Economic Committee. The Economic Report must also review federal policies and programs that affect public investment, including aid to State and local governments, and the President should recommend new or improved programs to help meet the goals of this chapter and the Employment Act of 1946.
