Promotes saving energy, better use of gas utility systems, and fair natural gas rates for customers. The rules cover any gas utility in a calendar year if that utility sold more than 10 billion cubic feet of natural gas (not for resale) in any calendar year that began after December 31, 1975 and ended before the immediately preceding calendar year. Before each year, the Secretary must publish a list of covered utilities, and State regulators must promptly tell the Secretary which listed utilities they set rates for.
