The Secretary and the National Science Foundation must continually get advice and work with other federal departments and agencies whose missions touch these programs. They must help make a plan for research and policy testing. The group of agencies includes, but is not limited to, Defense, Energy, Education, Health and Human Services, Housing and Urban Development, the Environmental Protection Agency, NASA, the Small Business Administration, the Council of Economic Advisers, the Council on Environmental Quality, and the Office of Science and Technology Policy. Congress says those departments and federal labs should, within their budget limits, support or join projects under this chapter. Those agencies may take part, give help, and act as resources for the Centers and other activities. The Secretary and the NSF may accept money and other assistance from them. The Secretary and NSF must let each other comment on any proposed program under sections 3705, 3707, 3710, 3710d, 3711a, or 3712 before spending is committed so they can coordinate and avoid duplication.
