The Secretary can be given up to $3,400,000 for the fiscal year ending September 30, 1988 to carry out sections 3710(g) and 3711. Of that total, $2,400,000 is only for the Office of Productivity, Technology, and Innovation and $500,000 is only for patent licensing at the National Technical Information Service. In addition, up to $500,000 for FY 1988, $1,000,000 for FY 1989, and $1,500,000 for FY 1990 can be appropriated for section 3704a. Money provided under these parts stays available until it is spent. The National Science Foundation may only receive funds that Congress specifically authorizes by law.
