The Secretary must create an Office of Innovation and Entrepreneurship. Its job is to help new technologies, products, processes, and services move from ideas to the marketplace to boost U.S. productivity and growth. The Office will make policies to speed up commercialization of research (including federal research); find and fix barriers like lack of capital, especially in states in the Experimental Program to Stimulate Competitive Research; share data, research, and technical help; and improve coordination on innovation policy inside the Department of Commerce, with other federal agencies, and with state agencies and institutions, including attention to small businesses and rural areas. The Secretary may assign other duties. The Secretary must also set up an Advisory Council on Innovation and Entrepreneurship to give advice on these tasks.
