Develop a national Arctic research policy and help make a plan to carry it out with the Interagency Committee. Work with federal, state, and local governments, and with Alaska’s governor and the state groups the governor names, to coordinate Arctic research. Review federal Arctic research programs and suggest better coordination, logistics, data sharing, and ways to work with other countries. Offer advice to the Interagency Committee when needed. By January 31, 1991, and every two years after that, publish a statement of research goals and objectives. By January 31 each year, send the President and Congress a report about the Commission’s activities and accomplishments for the previous fiscal year.
