Federal agencies must give the Commission unclassified, nonproprietary Arctic research data and reports it needs, unless the agency may withhold them under section 552 of title 5. With an agency head’s permission, the Commission can use an agency’s facilities and services and repay agreed costs. Agencies must consult the Commission before major Arctic research actions.
