Creates the Semiconductor Technology Council to connect industry views about future markets and national security needs with chances to develop new semiconductor technology. The Council must promote cooperative work among industry, the federal government, and colleges and universities. It must give advice and recommendations, review emerging markets and technology challenges, look for better coordination among public and private groups, check how international agreements affect research, track progress against the national semiconductor technology roadmap, set up subgroups for roadmap updates, and send an annual report to Congress by March 31 each year that includes an evaluation of Sematech. The Council has 16 members: six federal officials (the Under Secretary of Defense for Acquisition, Technology, and Logistics as Cochair; the Under Secretary of Energy for science and technology; the Under Secretary of Commerce for Technology; the Director of the Office of Science and Technology Policy; the Assistant to the President for Economic Policy; and the Director of the National Science Foundation) and ten people the President appoints (four top device-industry leaders, one of whom is Cochair; two from equipment and materials industry; three from user industries including telecommunications and computers; and one academic leader). Appointed members serve three-year terms, with the first group staggered into two 1-year, five 2-year, and three 3-year terms. Vacancies are filled the same way. Eleven members make a quorum. Meetings are called by a Cochair. Members are not paid but may get travel and per diem under federal rules. The Council may use federal funds given to Sematech for its general and administrative support.
