When preparing the Department of Energy's research-and-development part of the President's yearly budget to Congress, the Energy Secretary should include work that helps develop new semiconductor technology when appropriate and needed. That work must be included in DOE's general science and research budget, except anything that directly supports defense must be put in the Department's atomic energy defense budget.
