National lab directors or the companies that run the labs can put a cost-sharing clause in research and development deals with U.S. companies under the Initiative. That clause lets the company pay part of the cost of the research. No lab may get in one fiscal year more than an amount equal to 1 percent of its annual budget from money that comes from those contracts, unless the Secretary of Energy approves first. Also, a lab may not receive more than $10,000,000 from any one cooperative R&D agreement under the Initiative, unless the Secretary of Energy approves first.
