The U.S. and Foreign Commercial Service must work to boost exports of U.S. goods and services to Japan, South Korea, and Taiwan. It must find U.S. products and services that are not now sold there but could compete, tell U.S. sellers about those chances, regularly give lists of those items and any trade barriers to officials in those countries to try to open their markets, help U.S. sellers enter those markets, and watch and judge the results. The Secretary of Commerce must report periodically to Congress about these actions. A "United States person" means a U.S. citizen or a business formed under U.S. or state law (including D.C., territories, and possessions).
