Title 15 › Chapter CHAPTER 74— - COMPETITIVENESS POLICY COUNCIL › § 4801
Creates a new federal group called the Competitiveness Policy Council to make long-term plans and advice for helping U.S. industries compete around the world. Congress found that U.S. competitiveness has been hurt by weak institutions and policies and by not having good economic and scientific data to spot industry strengths, find new markets, spot future tech trends, or learn about foreign competitors. It also found that the government lacks a clear, steady competitiveness policy across areas like trade, finance and investment, research and technology, education and worker retraining, budget and regulation, and government buying. Loss of competitiveness threatens the country’s defense industrial base, and the global economy is becoming more linked, so different groups must work together. The Council must study and analyze industry and trade information, bring together leaders from business, labor, government, schools, and public interest groups to identify problems and create long-term strategies, make recommendations, and publish regular reports.
