Last updated Apr 6, 2026|Official source

Summary

The Council must send a report every year by March 1 to the President, the Senate Governmental Affairs Committee, and the proper House and Senate committees. The report must say: the goals for making the U.S. economy more competitive; the policies needed to reach those goals; a short review of current federal, state, and local policies that affect competitiveness; and a summary of important economic and technology changes at home and abroad that affect U.S. industries. The report must also point out real or likely changes that could hurt established U.S. industries, create big new market chances, or put U.S. firms at serious risk of losing markets. It must name the industry sectors involved and include the Council’s findings and recommendations from the previous fiscal year, including suggested laws or administrative actions and any ideas to eliminate, merge, or reorganize government agencies dealing with research, science, technology, or international trade. The Council must talk with each committee it sent the report to, and then each such committee must send its views and recommendations to its House.
