Within 120 days after October 15, 1990, the Secretary must set up an Industrial Advisory Board to give guidance and oversight on how the metal casting program picks projects and runs. The Board must have nine members chosen by the Secretary. Most members must come from the metal casting industry or be connected to it. At least one member must represent each of the four census regions. Each member serves up to five years and can be reappointed. Within 180 days after October 15, 1990, and every year after that, the Board must make and send the Secretary a list of metal casting research priorities based on the general research areas in section 5304(d). The list should be as specific as possible about priority topics. Each year the Board must also review how the Secretary asks for and picks research proposals and suggest improvements, and check the work and management plans of each selected researcher and report its findings and recommendations to the Secretary.
