Title 15 › Chapter CHAPTER 86— - CHILDREN’S BICYCLE HELMET SAFETY › § 6001
The head of the National Highway Traffic Safety Administration can give grants to states, local governments, and nonprofit groups to run programs that require or encourage people under 16 to wear approved bicycle helmets. Those who get grants may use a lot of freedom in how they design programs to raise helmet use. A grant cannot pay for more than 80 percent of a program's cost. When figuring the non‑Federal share, all non‑Federal spending on the kinds of activities listed in section 6002 (except planning and administration) may be counted, even if that spending was not actually for that specific program.
